Version issue du stage avec première passe de modifications

*ajout power flags
*ajout connection step-down polulu pour pouvoir monitorer la batterie
avant
*separation claire alimentation moteur +batt (ne fait que transiter par
la carte)
et +5v (passe par step-down avant) pour leds et capteurs
*alimentation effet hall en 3.3V et utilisation AGND teensy
*modif pins
- effet hall -> A14
- monitor batterie moteurs -> 20A6
- monitor batterie leds -> 19A5
- capteurs bornier -> 14..17 (A0..A3)
